Key Risk Factors Identification for PPP Waste-to-Energy Incineration Projects

ABSTRACT

With the increasing contradiction between economic development and resource constraints, using waste-to-energy (WTE) incineration can generate good economic and environmental benefits. However, due to the longer concession period and high-external uncertainties, the risk events of public-private-partnership (PPP) WTE incineration projects frequently occur, resulting in serious negative impacts on current social and economic development. Therefore, it is vitally important to identify the key risk factors of PPP WTE incineration projects. First, based on work-breakdown-structure (WBS) and organization-breakdown-structure (OBS), the project life cycle risk list of PPP WTE incineration projects was constructed. Then, the expert scoring method was used to evaluate the influence of risk factors. Finally, combining fuzzy and DEMATEL methods, the endogenous relationships among the risk factors were found, and the key risk factors of PPP WTE incineration projects were identified, which provides a reference for risk management of PPP WTE incineration projects.
