Together We Are Better: How Using CMAR Project Delivery for a Multijurisdictional Transmission Pipeline Benefits the Owner and the Community

ABSTRACT
Denver’s Metro Wastewater Reclamation District (Metro District or District) initiated the second creek interceptor (SD interceptor) project to provide a regional gravity solution to wastewater conveyance in the northeastern portion of the District’s service area. The project includes the design and construction of a 36-in. to 60-in. diameter, 17.5-mi long gravity sewer, including 14 trenchless crossings. This case study will demonstrate how using the construction management at risk (CMAR) project delivery model and continuous collaboration between owner, engineer, and contractor mitigated project risks, streamlined permitting approvals, and optimized project costs. During the preliminary design phase, HDR evaluated multiple project delivery models for the project against the project goals and requirements. Through a qualification based, competitive selection process, the District selected Garney Construction as the project CMAR Contractor at approximately 30% design milestone. Active CMAR contractor participation in the design team’s pursuit of project permits and ROW streamlined the process without unknowingly burdening construction with onerous construction constraints.
