Alternative Delivery for Emergency Multiple Installation-Method Replacement of 30/36-in. Dual Steel Force Mains with FRP

ABSTRACT
El Paso Water (EPWater) is utilizing an alternative delivery approach to replace an approximately 7,000 linear ft-long section of dual 30- and 36-in. diameter wastewater force mains with a fully restrained 36-in. diameter fiberglass reinforced pipe (FRP) under an emergency declaration following a March 2020 overflow. EPWater has contracted with Oscar Renda Contracting (ORC) and hired Jacobs Engineering Group Inc. (Jacobs) as owner’s consulting engineer and construction manager, while staff at EPWater and Brierley Associates Corporation (Brierley) are the Engineers of Record. Given the emergency nature of the project, the alternative delivery model allowed for timely preconstruction engineering and significant rights-of-way versus easement versus existing utilities issues resolutions, for route determination as well as early determinations on materials of pipeline and appurtenances construction/operation. Finally, this paper will describe how the contractor-led alternative delivery provided best value to the owner and community.
