How Innovative and Adaptive Solutions Were Used to Solve Challenges Faced by Contra Costa Water District’s Canal Replacement Project

ABSTRACT
Contra Costa Water District (District) has worked since 2006 to replace approximately 21,000 ft of unlined canal with a 10-foot diameter concrete pipeline. Drivers for the project include increased flood protection and public safety, as well as protection of water quality from groundwater intrusion. If constructing a 10-ft diameter pipeline wasn’t challenging enough, this project faced a number of technical and logistical challenges encountered along the way, including stringent regulatory requirements, unsuitable soft ground conditions, and large material import requirements. Leveraging the broad experience of project partners and applying adaptive approaches to project challenges, the first four of the project’s five segments have been successfully constructed, totaling approximately 13,000 ft.
