CMaR Delivery of Critical Water and Wastewater Pipelines

ABSTRACT

The City of Loveland (City) elected to utilize a Construction Manager at Risk (CMaR) delivery method to help with the planning, design, and construction of two critical pipelines to serve the City’s growing population. Development in the northwest part of the City is projected to exceed the capacity of the existing interceptor and transmission pipelines with pending future developments. A $5.5 million 24-in. diameter PVC interceptor and a $3 million 30-in. diameter PVC transmission line were designed and constructed as a part of this project to increase capacity within the distribution and collection systems. This paper discusses the challenges faced during the planning, design, and construction of the pipelines and how the CMaR was used to streamline decisions, reduce risk, and overcome obstacles including: (1) combining various City Department projects to limit impacts to residents; (2) early out construction package to avoid costly trenchless construction and maintain schedule; (3) construction phasing to navigate tight alleyway installation; and (4) evaluating alignments, materials and construction techniques to meet available budget. As a result of early identification of the technical challenges and the collaborative efforts of the CMaR, Engineers, and City staff (Project Team), solutions were developed that satisfied all of these challenges and allowed the project to meet schedule and be under budget.
