How Much Transportation Investment Is Needed for Expected Accessibility Enhancement Goal

ABSTRACT

Transportation network design decisions can significantly affect the accessibility of a group or area, and therefore their economic development. Although the accessibility maximization and the equity of accessibility given investment budget have already been explored, the amount of transportation investment needed for an expected accessibility enhancement goal has never been investigated. This paper aims to propose a method and an algorithm to help policy makers to make the minimum investment decisions for the expected goal. A novel bi-level model system is formulated in which the upper level model is to minimize investment cost with a constraint of expected accessibility enhancement goal, while the lower level model is a transportation system equilibrium that is a feedback process between trip distribution and traffic assignment. A heuristic algorithm, namely trial and error algorithm, is designed to solve the proposed model. An experimental study is conducted to demonstrate the effectiveness and operability of the proposed method and algorithm. The results show that they are useful tools for investment decision making on goal-oriented accessibility enhancement.
