Research on Performance Evaluation of the Highway Passenger Transport Industry Based on the DEA Model and Malmquist Index Method

ABSTRACT
With the rapid development of high-speed rail and civil aviation industries, problems such as low efficiency of road passenger transportation and unreasonable allocation of resources have necessitated evaluation of the performance of the road passenger transportation industry. A relevant model of the DEA and Malmquist index method are described, and a performance evaluation index system is constructed to analyze the performance of Shaanxi Province’s highway passenger transport industry from 2006 to 2017. The overall efficiencies from 2008 to 2010 and from 2013 to 2017 are less than 1 and performance is relatively low. However, with the proposal of the belt and road initiative in 2014, the pilot implementation of the diversified travel mode based on the tourism industry in 2015 and the government’s increasing attention to road passenger transport industry planning, efficiency of the highway passenger transport industry will continue to improve.
