Multivariable Transportation Plans Monitoring and Operation Appraisal Method in Metropolitan Regions

ABSTRACT
There always exists certain gap between the system performance and actual demand in transportation service. Upon such an actuality, it is urgently required to perform continuous seeking, identifying, and minimizing this difference through the transportation system performance monitoring and make effective supplement, contrapuntal revision and in time updating of implementing plans, in response to new demand. The primary purpose of this paper is to introduce the formulation of adaptability degree index, derived through a weighted multi-criteria combination procedure to assess the adaptability level of transportation system to urban development requirement. Fifty variables are chosen as the original input and selected by principal component analysis. Then singular value decomposition is proposed to weight the importance of each domain by the pair comparison matrixes with acceptable consistency and the significant element in matrix should be identified and revised until the consistency satisfies the constraint. The methodology is then applied in Beijing over the time 2010∼2017 providing perspectives, setting priorities, and allocating funds.
