Improving Actuated Traffic Signal Control Using License Plate Recognition Data

ABSTRACT
This paper presents innovative algorithms to improve signal control optimization against varying traffic conditions measured by the license plate recognition (LPR) data detected by electronic police devices. Methodology is presented for development of the algorithms with demonstrated numerical calculation examples by using the LPR data obtained at typical intersections in Jinan, Shandong Province, China. The algorithms are developed to calculate in a loop as follows: (1) dynamically estimate vehicle rates at the upstream intersection; (2) predict the arrivals for the connected approach of the downstream intersection; and (3) update the signal timing parameters of the downstream intersection to match the real-time traffic demands. The optimization control objective is twofold: to maximize the total intersection traffic throughputs while minimizing the overall delay. The simulation-based comparison of the improved actuated signal control scheme with the existing pre-timed control scheme indicates an obvious improvement by the developed algorithms.
