Improved Access: Transforming the Port of Vancouver, USA

ABSTRACT

The largest project in its history, the West Vancouver freight access program allowed the Port of Vancouver, USA, to accommodate more rail traffic and larger freight volumes. With a first-of-its-kind railroad trench, the project removed a significant system chokepoint. By increasing track length by 34 miles, the port can handle eight times more railcars, operate more efficiently, and reduce mainline congestion. Working alongside the ecologically critical Columbia River, the team eliminated work in the river and minimized environmental impacts. The team constructed the trench to withstand a 100-year flood and earthquakes while providing a cap to the contaminated soil below and reducing impacts to nearby historic properties. The project opens access to the Columbia Gateway, the largest tract of undeveloped industrial property in Southwest Washington. It also allows the former Boise Cascade industrial site to become a vibrant mixed-use community. Complete ahead of schedule and $23 million under the original budget, the West Vancouver Freight Access program establishes the Port of Vancouver, USA, as an industry leader and an example of efficient rail services.
