The Long Beach On-Dock Rail Support Facility: An Innovative Local Plan in a Complex Environment

ABSTRACT
The Port of Long Beach is developing the Pier B On-Dock Rail Support Facility Project to improve on-dock rail operations, its competitive position, and its environmental footprint. Together the Port of Los Angeles and the Port of Long Beach form the largest North American containerized trade gateway, but are challenged with inefficiencies and capacity constraints that result from a sub-divided port complex with distinct hand-offs between railroads, terminal operators, and a short line railroad that limits the effectiveness of the two ports’ scale. This paper discusses the challenges at these ports, and the project by the Port of Long Beach to create a new facility to streamline rail operations.
