ABSTRACT
Pipe materials represent one of the largest expenses of transmission projects, so many municipalities, river authorities, and water districts are considering pre-purchases as a way to save money. Freese and Nichols and Garney Construction worked together on three large projects in which the North Texas Municipal Water District (NTMWD) and Sabine River Authority (SRA) pre-purchased pipe early. Using these three case studies, this paper will examine the advantages and disadvantages of pre-purchasing pipe, so readers will understand the factors to consider when making that decision.
