ABSTRACT
The Coastal Water Authority (CWA) is a raw water provider created by a special act of the 60th Legislature of the State of Texas in 1967. CWA provides approximately 1 billion gallons per day of untreated surface water to Houston and the surrounding area. In the winter of 2016, an internal condition assessment of a 60-inch prestressed concrete cylinder pipe (PCCP) pipeline revealed significant distress based on visual cracking and wire break data in a single 16-foot long pipe segment, which was rated at high risk and required either replacement or a fully structural repair in an area that would not permit excavation. This paper presents the assessment methods, findings, and details about an internal carbon fiber repair.
