Early Environmental Planning for Pipeline Projects Can Save a Lot of Green

ABSTRACT
Crossing environmentally sensitive areas can present challenges for pipeline design and construction. Identifying environmental constraints early during route analysis and pipeline design is important as they can affect alignments, installation methods, cost, schedule, and ability to gain public support. This paper presents several case studies of pipelines crossing environmentally sensitive areas and highlights the key considerations and steps involved in addressing the environmental constraints. The case studies include a variety of sensitive installations including waterways, wetlands, parks, and a national monument. Common considerations and their application to each unique project will be discussed, such as: involving stakeholders and regulatory personnel early in the process; understanding the permitting and regulatory requirements; engaging specialists in areas where endangered species may be present; evaluating various installation methods including open cut, aerial, and trenchless; and consideration of cost and schedule impacts. Understanding and addressing environmental constraints early in pipeline design provides maximum opportunity for optimized solutions that protect the environment and balance cost, schedule, and other key project drivers.
