The Study of Travel Characteristics and Management Countermeasures of Winter Cities

Abstract
Cities worldwide face harsh winter conditions, including heavy snowfalls and cold temperatures. Different climate characteristics can have various effects on individual travel choices. Research has been conducted to improve traffic operation efficiency and safety during cold days. However, without a comprehensive analysis of variables under different environments, it is difficult to obtain a precise estimate. This paper presents a definition of winter cities to determine the criteria and clarify the study object. The methodological approach for making countermeasures uses Harbin as an example to examine the characteristics of individual travel modes in different weather conditions. Principles corresponding to specific winter-day characteristics are provided with the aim of developing traffic operations. Using those principles, it provides countermeasures, including proposing a specific transit-oriented development (TOD) model in cold regions, building a winter public transportation system, and developing emergency measures. Each countermeasure is meant to ensure safety, accessibility, and comfortable travel in winter cities.
