A Data-Driven Method for Evaluating the Efficiency of Air Traffic Control about Arrival Operations

Abstract

The air traffic increase appeals to the improvement of flight operational efficiency. However, there are few studies, from the quantitative perspective, on efficiency evaluation of air traffic control (ATC). The main purpose of this paper is to propose a data-driven method for evaluating the efficiency of ATC based on radar tracks, especially regarding arrival operations. Firstly, three key performance indicators (KPIs) are established. Secondly, background information and processing procedures of radar tracks are provided. Thirdly, targeted analysis and evaluation methods are designed for each KPI. Finally, a domestic airport is taken into account to evaluate the efficiency of ATC, in which the radar tracks during two different periods with the same operating condition are utilized to verify the effectiveness of our proposed method. During the experiment, we use a contrast method to compare the effectiveness of the two periods, rather than set ideal standard or scoring method in numerical form.
