Research on the Development Policy of Urban Transportation Planning System in the Context of Multi-Planning Integration

Abstract
In order to improve the effectiveness of urban transportation planning, implement the concept of transportation, and promote the coordination between urban transportation planning and multi-planning in compiling and management stage, the research on the development of urban transportation planning system was conducted. This paper systematically summarizes the relevance and contradiction in compiling process and content between urban transportation planning and main spatial planning in China, analyzes the shortcomings in compiling and implementation practices, introduces the successful experience of domestic and international urban transportation planning system, management system, coordination mechanism, and technology application. Combining with the multi-planning integration and urban transportation development requirements, this paper proposes policy suggestions on promoting the development of urban transportation planning, such as upgrading the legal status, improving planning systems, setting planning goals, implementing performance evaluation, applying advanced technology, and innovating system and mechanism, which could provide ideas for urban transportation planning and management departments.
