Who Are You Going to Call? On-Call Contracting for Large Diameter Water Line Repairs

ABSTRACT
Following a catastrophic failure of a major water line, the city of Houston established a yearly on-call contract to prevent delays of similar emergency repairs caused by the lengthy contractual process needed to hire a contractor and procure materials. Events like these demonstrate the importance of having a pre-existing contract in place and materials in storage ready for response. This paper discusses the process a typical on-call work order goes through, from project prioritization, to the engineer’s planning, design, and cost estimating, and to the on-call contractor’s work. The paper will also evaluate how the contract has evolved over the past several contracts.
