Tarrant Regional Water District’s Asset Management of the Pipeline System Using GIS

ABSTRACT

The Tarrant Regional Water District (TRWD) owns approximately 150 miles of 72 inch and 90 inch diameter pre-stressed concrete cylinder pipe. This system began experiencing pipe failures at an alarming rate in the late 1980s and early 1990s which led to a root cause analysis study and the development of mitigation strategies. Along with implementation of a cathodic protection system and pressure transient control program, a key mitigation strategy was to develop a geographic information system (GIS) database. Using GIS tools, TRWD updates the risk of failure of distressed pipes based on the condition assessments and prioritizes the most critical pipes for replacements and repairs. In 2014, TRWD started utilizing the spatial risk analyst (SRA) software from New Century Software, which measures risk along the pipeline, incorporating both probability and consequence of failure to pipe segments. This paper describes TRWD’s GIS database history, the applications developed to perform structural evaluation, and the GIS-integrated SRA models designed to utilize the data for repair/replacement prioritization.
