When Reliability Fails: Emergency Repairs to a 50-Year-Old Aqueduct

ABSTRACT
The 2015–2016 holiday season brought unwelcome surprises to the Canadian River Municipal Water Authority (CRMWA). Without warning the day before New Year’s Eve, their 50-year-old aqueduct that supplies water to their 11 member cities had its first failure. CRMWA crews quickly mobilized, located the failure, and repaired it with a clamp. CRWMA was able to re-fill the aqueduct a week after the failure but, when doing so, they noticed a new failure near the original—failure number two. One week later, they experienced a third failure. Fearing more failures, CRMWA expedited a condition assessment of 47 miles of their aqueduct. Where the condition assessment identified concentrated areas of vulnerability, CRWMA decided to proactively and strategically install emergency bypasses. This paper is a case study of CRMWA’s response.
