Research on the Financing Model of Senior Housing Based on PPP

ABSTRACT

Senior housing, as a way of social care, can effectively alleviate the pressure of aging in China. It gets support from the government and private enterprises as a sunrise industry of our country, but problems of higher financial shortage and high financing threshold make most of the investment subject in a state of “wait and see.” So, combining with characteristics of senior housing and analyzing applicability of three financing models about PPP/PFI/BOT, we proposed creatively senior housing based on PPP; then, analyzing project participants and constructing the operation process of senior housing based on PPP. Finally, analyzing key points of every stage and putting forward some suggestions like improving the relevant technical standards and quality of service standards, making practical legal supervision and support policies and reasonable risk allocation recommendations. It has important significance to promote the normative development of China’s senior housing.
