Carbon Fiber Pipeline Repair—Destructive Testing and Agency Experience

Abstract
The San Diego County Water Authority has been using carbon fiber reinforced polymer (CFRP) to repair prestressed concrete cylinder pipes (PCCP) since 2003. The Water Authority has completed 11 separate CFRP projects and has tracked design changes, costs, and subsequent inspections associated with these repairs. In addition, the Water Authority was able to destructively test a CFRP repair. Over the last decade the Water Authority has several lessons learned and collected practical information that can help owners evaluating and undertaking CFRP repairs. This paper will document the Water Authority’s history with CFRP, design changes, and discuss the CFRP destructive test and PCCP wire continuity testing conducted in 2013. In addition, the paper will provide lessons learned for owners evaluating and undertaking CFRP repairs.
