Utility Risk Management in Transmission Line Construction

Abstract
The presence in the right of way of existing third party buried utilities often constitutes risk on pipeline projects. These utilities are encountered frequently on projects that traverse population centers where significant buried utility infrastructure is already present. If those utilities are imperfectly known, or unknown, they can adversely impact both design and construction. The discovery of a buried third party utility in an unexpected location in the right of way during construction can lead to downtime, redesign, additional construction costs, and notably, safety issues. Implementation of a utility risk management program using the techniques that will be discussed herein largely eliminates these issues.
