Meeting the Evolving Challenges of the Relocation of a 90-Inch Concrete Cylinder Pipeline by the Use of a Design Build Delivery Vehicle for Hot Tapping and Plugging

Abstract
This paper discusses meeting the evolving challenges to enable the relocation of a 90 inch embedded concrete cylinder pipeline without service interruption by means of a design build delivery vehicle to tap and divert the flow of the potable water transmission line operating at 250 psi. The challenges, among others, included: establishing the frame work and costs of the contract while defining a changing scope of work and design parameters during project negotiation and execution; organizing, scheduling and coordinating project activities; verifying and confirming site conditions, pipe geometry, design parameters and characteristics; geotechnical exploration and control; tapping and plugging fitting design and fabrication; design and functional testing of equipment; and sequencing bypassing and plugging operations.
