Alternative Project Deliveries for Sewer Collections Systems—Developing and Implementing the Sullivan’s Island Turnkey Sewer Rehab Construction Program

Abstract
The objective of this paper/presentation is to: 1) present how Sullivan’s Island developed the turnkey engineering and construction program to aggressively reduce inflow and infiltration (I&I) flows into their sewer system; 2) relate the details of implementation; 3) share the impact on flow reduction and benefit to extending sewer service life (leakage was reduced by 47% and years remaining service life were increased by an average of 18 years per pipe); and 4) discuss engineering, rehabilitation technology implementation improvements, and construction management lessons learned.
