Evacuation Network Optimization with a Transit Staged Strategy

Abstract
To improve the evacuation efficiency of low-mobility populations, a transit staged evacuation strategy is proposed in this paper. The proposed strategy divides the evacuation process into two stages, the internal evacuation stage from the aggregation points to the transit hubs, and the external evacuation stage from the transit hubs to final shelters. Also, a transit network optimization model is established to locate the transit hubs and to search the transit routes with the target of a minimum total distance of transit-based evacuations. To solve the optimization model, A GA-based solution method is also presented. The numerical results from optimizing an evacuation network for a super typhoon justify the validity and usefulness of the transit staged evacuation strategy, and the transit network optimization model.
