EIS Project Survival Guide: How to Keep Engineering Choices Alive and Emerge from the NEPA Process with Your Project (Mostly) Intact

Abstract

All linear projects, including transmission lines crossing federal jurisdictions, must comply with the National Environmental Policy Act (NEPA). Most projects of any significance require an Environmental Impact Statement (EIS) under NEPA. Large projects encounter numerous permitting challenges that must be navigated and overcome to obtain a Record of Decision and Right-of-Way Grant. This paper provides suggested approaches for completing the NEPA process successfully by presenting the unique role that engineering played in enabling several large projects with permitting challenges to complete the NEPA process intact, or nearly so.
