About the Authors

Publication: Underground Utilities for Construction Practitioners and Homeowners
Dr. Ahmed Al-Bayati is the founding director of the Construction Safety Research Center (CSRC) and an assistant professor in the Department of Civil and Architectural Engineering at Lawrence Technological University (LTU). Before joining LTU, Dr. Al-Bayati was an assistant professor in the Kimmel School of Construction Management at Western Carolina University (WCU). He actively researches in the field of construction safety, specializing in safety climate and safety culture to improve the overall site safety and construction process optimization to minimize subsurface utility strikes. Dr. Al-Bayati’s research findings have been published in ASCE’s Journal of Construction Engineering and Management, ASCE’s Practice Periodical on Structural Design and Construction, National Safety Council’s (NSC) Journal of Safety Research, and the American Society of Safety Professionals’ (ASSP) Professional Safety Journal.
Louis Panzer has served as executive director of NC 811 since 2011. He has been active in Common Ground Alliance (CGA) for the past 16 years. Prior to joining NC 811, he worked as public services manager for Arizona 811. He has held a variety of positions as a consultant with his private company, as an industry marketing specialist with a software provider, and in other roles within the industry. Mr. Panzer has served as a director at Sunshine 811 and currently serves on the NC Underground Damage Prevention Review Board. He has coauthored multiple journal articles with Dr. Al-Bayati and speaks nationally about the importance of shared responsibility among all stakeholders.
