Reconstruction Issues Research of Harbin Shantytowns

Publication: ICCREM 2013: Construction and Operation in the Context of Sustainability

Abstract

Housing problems are a livelihood issue causing wide public concern, and are important content to building a harmonious society and to realize the urban development strategy. Shantytowns are part of the history of city development, having solved many housing problems of disadvantaged groups. With the development of the city and the progress of society, though, shantytowns cannot satisfy the living needs. They seriously damage the city's image, hinder the implementation of urban planning, and harm the security of social security (Wu 2004). From 2009, the State Council officially launched large-scale shantytowns reconstruction movement, local government open the work in a nationwide (Lu 1995). The shantytowns reconstruction of Harbin began in the 1980s, is considered as the government "No.1 Project". After many years exploration, it is known as the sample of national shantytowns reconstruction movement. In 2010, the local government puts forward the target of "do a good shantytowns reconstruction in the city center within three years". This is a livelihood project to go deep into the people's heart, and also a great challenge of local government. To promote shantytowns reconstruction, improve the residents living level and support the urban construction, this paper tries to study the reform of shantytowns construction and set up a reformation template, to provide the reference of the shantytowns reconstruction work.
