Safety Analysis of Typhoon Anchorage in Haikou Bay and its Countermeasures

Abstract
Haikou Bay has a large traffic flow and is affected significantly by typhoons, and the typhoon anchorages in Haikou Bay have some glaring problems. Through questionnaire survey and consulting experts, the situation of typhoon anchorages is evaluated by using fuzzy comprehensive evaluation and analytic hierarchy process (AHP). The results show that the typhoon anchorages have a high risk, and the volume of typhoon anchorages tend to be saturated, and the anchorage berths are strained, and the number of typhoon anchorages cannot adapt to the traffic flow. Some countermeasures are given to ease the risk of typhoon anchorages efficiently, such as optimizing the arrangement of typhoon anchorages, building a new typhoon anchorage, implementing dynamic monitoring, etc.
