The Design and Realization of ECDIS for Yangtze River Based on S57 Standard

Abstract

The rapid economic growth of the area along Yangtze River, the transportation in Yangtze River development to an unprecedented stage, and the freight volume in it have been at first position for many years in the world. In this period, the application of modern information and management technology provides more and more advanced communication and navigation services to the harbor and shipping enterprises, management units and ships among the Yangtze River. As a fundamental means in ship navigation and shipping management, Electronic Chart Display and Information System (ECDIS) has played a vital role in the development of the Yangtze River waterway transportation. Therefore, there exists an important significance to study the production standards, information release and service. In this paper, we firstly study the S-57 files; analyze the S-57 data model, the description of characteristics to real-world objects subject matter and space structure. Then, the production standards of ECDIS in Yangtze river will be discussed, which mainly includes the Yangtze river data collection standard, transmission standard, testing standard and data protection scheme for Yangtze river ECDIS. The Yangtze River ECDIS public service platform is to realize the Yangtze River ECDIS online information service and data service function, and the goal is to construct a complete integration of Yangtze River ECDIS online service platform, achieving interoperability and effective integration of the Yangtze River ECDIS. In this paper, the Yangtze River ECDIS public service platform designing, structure and its application are introduced in detail. Platform providing online electronic channel service to the harbors, ships along the Yangtze River for their decision-making, social services, emergency management, to enhance ECDIS the ability and level of public service. Application shows that the proposed key technology and design meet the Yangtze River complex terrain environment channel data acquisition, electronic channel chart production and network transmission requirements, has obtained the good application effect.
