Design of Emergency Accident Handling System for Expressways

Abstract
The expressway has played a great role in promoting the development of the national economy in China; but, because of its characteristics (which include high speed, closed off, and great traffic flow), unexpected incidents are more detrimental than along ordinary roads. The purpose of this paper is to provide scientific and technical support for incident decision-making methods on expressways. With the methods of data reporting, data collection, data input, data analysis, incident management, and leader decision, the effective operation of the inquiry and analysis mechanism is the focus of this paper. Based on Intelligent Transportation Systems, expressway emergency processing systems use new technology and ways to: handle the accident quickly, accurately locate and identify dynamic rapid rescue lines, and solve the issue with new ideas. Three layers of calculation structures are established involving a standard web server, an application server, and a database server. Also, the distributed objected-oriented design method, TCP/IP safety protocol, and java web service techniques are applied. Based on geophysical and geographical data, warning databases, crisis databases, prediction and evaluation models, emergency command databases, and expert knowledge, the databases are finally established.
