A Comprehensive Scheme for Drinking Water Distribution System Contamination Emergency Management

Abstract

This paper describes a comprehensive set of computational models developed for different phases of emergency management of drinking water distribution system contamination events. These phases include contamination risk assessment, emergency preparedness, and emergency response. Emphasis will be placed on interconnections among management phases to prepare an integrated emergency management system. Risk assessment identifies the most critical contamination events. Emergency preparedness is performed to identify a set of representative scenarios. Optimal emergency response plans are determined for both critical and representative events and are used to support emergency management decisions when an event occurs. Considering the unique characteristics of every contamination event, improvisations are performed during an emergency using adaptive models.
