Abstract
Firstly, the paper analyzed the accidents occurred in recent years in Beijing, using security systems engineering. Secondly, by studying lots of literature, the risk assessment index-system of city gas transmission and distribution networks was determined from cause of the accident. The last, the weights to the risk factors were determined using AHP (The analytic hierarchy process), and the model of risk assessment based on CIM (Controlled Interval and Memory) model was built. This model has a guiding significance for scientific management of city gas transmission and distribution networks, and preventing the accident effectively.
