Stockton Delta Water Project Construction Challenges

Abstract
The City of Stockton Municipal Utilities Department has completed their Delta Water Supply Project (DWSP) at a cost of $200 million. This progressive design build project was completed by CDM Constructors, Inc. (CCI) as the prime contractor for the project. The project includes more than 12 miles of a 54-inch diameter raw water pipeline that will transport surface water from the San Joaquin River to the new 30-million-gallon-per-day (mgd) treatment plant. More than 7 miles of 36- and 54-inch-diameter treated water pipelines connect the new water treatment plant to the city's existing distribution system. The pipeline construction involved several challenges including difficult soil conditions, groundwater dewatering and tunnel crossings of major canals, interstate highway, railroad and major roadways.
