Mastering Stormwater Management: A Decade of Growth

Abstract
The City of Dublin, Ohio's original Stormwater Master Plan (SWMP) was intended to provide a "living document" to control and manage stormwater impacts by establishing appropriate development regulations and a roadmap for capital improvement planning. Since the SWMP, the City of Dublin (City) has experienced a 30-percent population increase and corresponding land development, including the construction of 165 stormwater control facilities. The City undertook the 2009 SWMP Update to determine if the SWMP and ordinance had performed as intended. This paper summarizes the activities and findings of the SWMP and 2009 SWMP update. Using computer modeling, the impacts from development on peak discharge rates and the hydraulic grade line within the streams were examined. In conclusion, the City's current stormwater management policy has had a significant impact on minimizing effects to the receiving streams.
