Baton Rouge, Louisiana Sanitary Sewer Overflow Program Conveyance Design Requirements

Abstract

The City of Baton Rouge, Parish of East Baton Rouge (C-P) entered into a Consent Decree with the United States Environmental Protection Agency (EPA) and the State of Louisiana in 2001 to take remedial actions in their collection system to reduce sanitary sewer overflows (SSOs) by 31 December 2014. In response to the Consent Decree, the City-Parish developed the Baton Rouge Sanitary Sewer Overflow (BTRSSO) Program. The purpose of the BTR SSO Program is to reduce SSOs while planning for future flows. This paper will provide an understanding of aspects of program planning related to conveyance, specifically documents such as design requirements that address dry and wet weather design flows, gravity and forcemain hydraulics and pipe sizing, pipe design pressures, velocities, thrust restraint, air release and air/vacuum valve sizing and locations, bedding and backfill material, paved and non-paved surface restoration, manhole spacing and diameters, manhole to pipe connections, servitudes, utility crossings, locating of existing utilities, the evaluation of pipe materials for gravity sanitary sewers and forcemains, sewer service laterals, and the evaluation of fusible pipe materials. The requirements also address alternative construction methods such as microtunneling, hand tunneling, horizontal directional drilling (HDD) for both gravity sanitary sewers and forcemains, jack and bore, auger boring, sliplining, and pipe bursting.
