Remediation of an Active Oilfield in a Port Environment

Abstract
The Port of Long Beach remediated 19 sumps at Pier A West under the oversight of the Los Angeles Regional Water Quality Control Board. The Site is an active oilfield that was historically used for permitted disposal of drilling muds, tank bottoms, solvents, spent catalysts, and paint sludges into sumps, which resulted in two shallow impacted groundwater plumes. The goal of the Project was to remove the contamination source (sump) materials to protect the public, onsite oil operations workers and groundwater. The key challenge was to perform remediation while maintaining current oil operations and access to an adjacent recreational marina. Due to the high productivity of this oilfield, project design was accelerated and construction was phased to reestablish the oilfield as quickly as possible and facilitate ongoing operations. The end result was construction of a $73M project in 10 months.
