Abstract
The City of Rochester, New York initiated a multi-phased water supply conduit modernization program for 28 miles of its Upland Supply system. The engineering planning for the project provided a comprehensive evaluation and a prioritized, fiscally sound, and multi-phased modernization plan. The project included comprehensive evaluation of leak records, leak record compilation and analysis, conduit evaluation, conduit rehabilitation and replacement alternatives; environmental, transportation, permitting and approval review, precise boundary, planimetric and topographic survey, mapping, corrosion evaluation, and hydraulic evaluation. The resulting conduit modernization plan is an economic and risk based program that includes an adaptive management strategy whereby conduit modernization priority can be updated based on recent break data.
