Diversity and Space Construction Safety Laws

Abstract
Construction in space is a very specialized process that requires a number of steps to guarantee its success and safety. Appropriate space construction policies and laws should include a conscientious concern about the health, safety, and educational welfare of those building in space. Space builders must take more precautions than normally exercised on Earth. Adding to the level of difficulty is dealing with minorities such as Hispanics, Asians, etc. They require social, psychological, and language needs that are unique to that population, and appropriate construction safety laws must consider these characteristics. Only translating from one language to another will not result in the needed goals; complete immersion with minorities at a work site, along with special consideration of their demographic characteristics, is essential aspect to any training program in order to reduce fatal injuries at a work site. This paper will address the needs of space construction safety policies and laws that are especially geared toward minorities' needs and will help them participate actively in the safety programs that OSHA or any other space agency manages. The paper is based on the social, cultural, and religious aspects of minorities as well as the language differences and space policies related to minorities. Additionally, the research related to this paper will produce a "work site sensitivity study" that may form the basis for future policies related to training minorities at space construction sites.
