Operational Considerations in Water, Wastewater, and Stormwater Utility Security

Abstract
To assist water and wastewater utilities in establishing effective security systems, the Water Infrastructure Security Enhancement (WISE) Standards Committee, a cooperative effort among the American Society of Civil Engineers (ASCE), American Water Works Association (AWWA), and Water Environmental Federation (WEF), used a grant from the U.S. Environmental Protection Agency (USEPA) to develop a comprehensive three-phase program to address the security needs of water, wastewater, and stormwater utilities. A portion of this program focused on operational practices that could reduce risks based on the specific levels or types of threat established for the utility as well as considerations for adjusting the practices based on the threat condition or threat level. Specific measures to mitigate security risks at specific facility types were also documented.
