Management Considerations in Water, Wastewater, and Stormwater Utility Security

Abstract
To assist water and wastewater utilities in establishing effective security systems, the Water Infrastructure Security Enhancement (WISE) Standards Committee, a cooperative effort among the American Society of Civil Engineers (ASCE), American Water Works Association (AWWA), and Water Environmental Federation (WEF), used a grant from the U.S. Environmental Protection Agency (USEPA) to develop a comprehensive three-phase program to address the security needs of water, wastewater, and stormwater utilities. Management concepts and practices from this program to facilitate improved security and reduce risks include: 1 Keeping the governing board informed, 2 Involving all stakeholders, 3 Ensuring effective communication, 4 Initiating interagency coordination, 5 Addressing financial resources, 6 Addressing human resources, 7 Managing sensitive records, 8 Updating policies and procedures, 9 Planning for emergency procurement.
