Estimating the Level of Stormwater Control Based on Ordinance Enactment Dates

Abstract
Like many municipalities that have experienced significant growth from the late 1940's to the present time, Fairfax County's stormwater infrastructure information has been very piecemeal in nature. In order to support the development of management plans for the County's watersheds, the level of stormwater controls were estimated by querying real estate tax records in relation to when key stormwater management ordinances were enacted. In this paper we describe procedures used to generate estimates of the level of stormwater management controls countywide. The results of implementing the procedures within a GIS framework are presented. Preliminary evaluation of the results suggests the approach provides useful planning level estimates of controlled and uncontrolled areas.
