March 2003 Denver Blizzard — A Retrospective Part II: Building Code Requirements for Repairs

Abstract
This paper reviews past and current building code provisions for repairing damage to existing buildings. Shortfalls, ambiguities and contradictions in the code discovered during the course of designing repairs to buildings damaged during the March 2003 blizzard in Denver, Colorado are discussed. The paper discusses the significant challenges involved in providing responsible engineering services for the repair of damaged structures considering current code and jurisdictional requirements and attempts to clarify the requirements with authoritative interpretations from code officials. Recommendations for improving repair provisions in the code are presented.
