Evaluation of Priority to Construct Trunk Roads around a Local City

Abstract

In this paper, I proposed a model to evaluate the priority of highways construction. The objective highways are the Tokai-Kanjo Ring Expressway and the Gifu-Nanbu Highway, two arterial highways located in Gifu Prefecture. The two highways have been specified as different functions by the national government in the law. However, they can play a similar role in the west area of Gifu City. To solve the problems, I propose common indices to be evaluated by the different evaluators. And the comprehensive conclusion was made on the basis of the model. That was built by applying the AHP (Analytic Hierarchy Process).
