Implementing a Cost-Effective Buried Infrastructure Asset Inventory

Abstract
The foundation of effective asset management is an accurate inventory. Buried infrastructure systems such as sanitary sewers and water pipes are particularly challenging because they are both hidden and distributed over relatively large geographic regions. Cost effective management of these assets requires the right systems and processes to capture this information rapidly, maintain the information over time and make decisions based on this information. This paper reviews proven processes for prioritizing, collecting and managing buried infrastructure data. There are hundreds of vendors and products available to manage assets, but surprisingly few that match the specific people, processes and goals of a given utility or municipality. The effective utilization of a Geographic Information System (GIS) as a graphic interface to available information, and examples of when and why to use Global Positioning System (GPS) technology, are presented. The methodology for selecting and implementing a Computerized Maintenance Management System (CMMS) are reviewed as well as suggestions presented for development of a Decision Support System (DSS). By properly prioritizing needs and establishing realistic goals, it is possible to implement a cost-effective asset management system. With the methodology presented, current and future processes and technologies can be matched with the personnel available and needed to achieve your goals.
