Creating Markets for Mitigation
Publication: Solutions to Coastal Disasters '02
Abstract
While many efforts at disaster mitigation have been undertaken, little progress has been achieved in making it part of the everyday decision-making culture. The core of the problem with increasing disaster costs is that the consequences of not building better and wiser are not directly paid by the homeowner or builder and therefore do not influence his decision. This paper will look at ways to expand the utilization of loss reduction measures. It will focus on how public education and information programs, changes in federal and state subsidies, and marketing the benefits of mitigation can build incentives for mitigation activities.
