Relationship between Coastal Waves and Lake Erie Water Levels

Abstract
Current design criteria for shore protection and flood control structures on Lake Erie are based on the assumption that the return periods of storm waves and elevated water levels are independent. This criteria was examined since both wave height and water levels are influenced by wind speed and direction. An analysis of 32-years of WIS hindcast information (1956–1987) and measured lake water levels (1956–1987) illustrated the inter-relationship of storm waves and lake water levels. A database and qualitative assessment of the relationship between wave heights and water levels was developed for four locations on Lake Erie (Buffalo, NY; Erie, PA; Cleveland, OH; Toledo, OH). Only the Buffalo location is presented herein. The EST (Empirical Simulation Technique) program was used to develop return period information incorporating the natural inter-relationship of wave heights and water levels. These results are used to assess the current design methods.
