Abstract
Burnsville, Minnesota used a group of citizens, business owners and city staff to select low-impact approaches for redeveloping a 40-acre site called Heart of the City (HOC). Site imperviousness will rise from 70.5% to 92.5%. A Low-Impact Development (LID) manual was created based upon XP-SWMM2000 goals, BMPs and existing permeable soils.
