Climate Variability and Flood-Risk Management

Abstract
Evidence accumulates that climate has changed, is changing, and will continue to do so. As our understanding of these processes improves, how should water resources planning and flood-risk management evolve? Using the upper Mississippi River Basin as an example, this paper investigates how flood risk estimation and risk forecasting might be done in a world with variable flood risk. Four alternative forecasting approaches are developed using reasonable models for climate variability, and the resulting estimates of average flood risk and the equivalent economic risk are compared.
